Chris Lu 248a92dce0 deps: upgrade seaweedfs/raft to v1.1.7 (#8677) ...

Picks up critical fixes from seaweedfs/raft#9:
- Persist currentTerm and votedFor to prevent split-brain after restart
- Fix checkQuorumActive truncating sub-second election timeouts to 0
- Upgrade grpc to v1.72.2 (HTTP/2 Rapid Reset fix)
