Upgrade raft to v1.1.6 to fix panic on log compaction (#7811)

Fixes #7810

The raft library would panic when prevLogIndex was beyond the end of
the log after compaction. The fix in raft v1.1.6 returns nil instead,
triggering the snapshot fallback mechanism.
