feat(admin): add -urlPrefix flag for subdirectory deployment (#8670)

Browse Source 
Allow the admin server to run behind a reverse proxy under a
subdirectory by adding a -urlPrefix flag (e.g. -urlPrefix=/seaweedfs).

Closes #8646
